I'd say yes, especially since they used hatespeech, but only if you have screenshots of it. Since you said you dodged, I'm not sure if Riot would have the pre-game lobby on record, so without screenshots I'm not sure Riot could do anything at all about it.

You could still submit a support ticket even if you don't have screenshots and see what they tell you.
