Ever had an intentional feeder on your team? How about an overall negative attitude "gg /ff 20"? Maybe an afker? Ever tell players who's playing badly that they're bad at the game? Well congratulations! YOU'RE toxic! They won't be punished, though. In riot's eyes, the player who feeds has done less wrong than the player says that player is bad. This is why the community is generally frustrated - riot lets these trash tier players stay in the game who make willful efforts to harm their team's gameplay, but put all of their effort into moderating chat. Because of that, the players who talk are more likely to be punished for minute offenses than the players literally ruining game experiences. Get it together, riot, what you're doing makes as much sense as what my ranked teams decide to do.

I doubt telling players they're bad gets you banned. I do it regularly. However telling players their mother should have had that abortion or that you hope they drink bleach and die would. Think. Would you say this to a real person out in the open? Would you address your boss this way and expect to keep your job? Intentional feeders and trolls do get in trouble. I get feedback all the time when someone sells their items and runs down mid. They're getting better at punishing people. Your job is to accept that and let riot handle the feeders, trolls and afks. Also examine the feeders. There's a difference between 0/3 and /12. I've kept my mouth shut sometimes until about the 15 minute mark. Sometimes we start off 0 kills 12 deaths and get better. Other times it just gets worse. I've had days where I go 28/2 and I've had days where I go 5/7 or worse. If a player quits, trolls or feeds there's not much to be done except hurry and end the negative experience. This is especially true with bot lane because you have to communicate and collaborate with each other, which is why bot usually goes like "an ally has been slain, enemy double kill, an enemy is legendary, your turret has been destroyed". People do get punished for trolling games, it just doesn't always happen because there are so many people that are mentally sick and want to ruin people's experiences that staff can't possibly keep up with it all. Sending a support ticket for an especially grievous case may help bring it to their attention, however don't expect telling players to kill themselves to improve their overall performance. Usually I just mind my own business and eventually I might say something. Jumping the gun on the first death makes it less likely that you'll get a fair game. People are sensitive. Maybe you aren't. Where you might say "too bad, grow thicker skin", other people might tell you "too bad, be less of an asshole". In people relations, you don't always get to decide the rules of engagement.
