This seems like a pretty obvious thing to do with no downsides. I've been in many games where either someone doesn't notice that their teammate is planning on picking a certain champ or is just being an asshole/troll and bans them anyways, so it would be great if this just weren't possible.

What if the enemy team has first pick and your last-pick teammate decides to troll your team by hovering whatever recent Champion release happens to start off overtuned?
Trolls will exist regardless of whether or not bans trump picks. Bans coming first just ensures that players can have better control over their match overall, even if it does have room for abuse - it'd be the same way if pick intent trumped bans, just without the better control over their match.

a pretty easy way to avoid getting your champ banned is to not hover a champ until after the banning phase.
Sounds like you don't want to play draft pick.
There are other game modes for you.
