Unable to change summoner spells (blind pick)

When trying to play blind pick today, I was unable to change my summoner spells. No icons appeared for other spells. I tried clicking on the space where icons should be and nothing happened (so the buttons weren't just invisible). This has never happened to me before.

After entering game I found out it gave me the wrong rune page as well. I had just set my runes in the misc page and had saved them but both trees were completely wrong. (It couldn't have just been that the runes weren't just saved because the runes I got were ones that I never run. e.g. i had press the attack which is a keystone i haven't used in ages).

Additionally after checking my rune pages after game ended, the rune page I had wanted was displayed not the one I randomly ended up being forced to use. Picture: https://imgur.com/a/90Y6Ddn

Edit: For the next game, I restarted and was able to change summoner spells. My runes also were selected correctly though they displayed in a weird way: https://imgur.com/a/CLCEEPj

Although the icons for the runes in my secondary tree weren't displayed, hovering over them showed the correct tooltips and I did have the correct runes when I entered game.
