Had an absolute fucked up teammate just now, can I reveal his summoner name?

You can, but you would be breaking the rules.

No, they protect jerks.
Technically you can, however that would be against the rules of these boards and can potentially lead to a punishment. See here under "Naming and Shaming".
If you believe that the behavior of that teammate deserves a punishment, you should report him after the game (this is most likely impossible in this particular case) and/or contact support who might do something about him.
