Is anything ever done about lobby hijackers?

I'm not going to include any screenshots or names since I'm not sure if that's allowed here. The Universal Rules page leads me to believe it is not. If it is allowed (and if I need to black out names or anything) do let me know and I'll include the screenshots I took.

Anyways I'm sure everyone has been in the situation where so-and-so gets their one-trick champion banned then proceeds to troll and ruins the game. In this instance it was our support who was going to trade with top lane. Someone banned his champion so he said "ban my fucking yasuo, u dumbass, im a one trick yasuo, now i have to troll" followed later by "its ok tho ull learn ur lesson for this game, all good, lets lose some lp". So he picked an ADC, which honestly since he was going top I wouldn't have thought much of if he hadn't said anything. If someone wants to play an adc top I honestly have no problem with that. They may play whatever champion they want to in whatever position they want to. The point here is that he said outright he is picking that champion with the intent of trolling and making us lose the game.

So does Riot do anything about this sort of thing? I know both from personal experience and what I've read here on the forums that they are cracking down hard on chat related issues. It seems like they aren't doing quite as much about deliberate trolling/game ruining, although that is certainly harder to prove without an incriminating chat log so I guess that's understandable.

Is there any way to report the individual using the champion select screenshots I took? Will that do anything or is it a waste of time? Seeing as there was very little chat during the game and what there was certainly wouldn't be worth punishing, I doubt the report I submitted after the game will amount to much. It just seems like something needs to be done about people deliberately ruining games. Sure dealing with the toxic chat problem makes the games more enjoyable, but now they just keep quiet and ruin the game so the chat log can't incriminate them. Or if they do say anything it's either in champion select or the post game lobby.

If you click out the names it will be fine to post here because it's not naming and shaming. With that said as long as you report them after the game they will get punished. What you don't seem to understand is that like with any other ban it needs to be consistent. It sucks, but there is nothing they can do to prevent it because people will abuse it. People want to be able to get a free dodge which will just make people leave for any reason and claim it's because of people like this. So what can they do to not only prevent this from happening, but also that any incentive to help isn't abused by the community?
