Yordles dodging attacks from characters with Rapid Firecannon

I believe it is the case that attacks from a character with Rapid Firecannon are supposed to trump any dodge effects (it seems to work this way so far for shen's circle and anyone holding a phantom dancer) but it is not working against yordles (at least not all the time). In this case I had a Tristana with Rapid Firecannon, Infinity Edge, and Runaan's Hurricane. Her attacks were dodged several times in a row by a Poppy with no items.
