rito has said that eventually you will be considered reformed and have access to crafting. However, they have not actually decided how long it should be. "Whenever we feel like it, but we don't have any idea when that will be" is basically what they said.

If the toxic Players become more toxic due to that then a Purge will come. It's not like they don't permaban you once HTC is out.
