Riot does not care they approve bm people . Hence why they have mastery emotes taunting as well as dancing laughing emotes which people spam....thats bm people does riot care nope so they approve of it. Also riot needs to get rid of autofill and bring back ranked draft like blind pick that's 100% fair and forces people to play all roles

Yes. BM can be considered negative attitude which is indeed reportable. Even small amounts....

Riot Tantram said a couple months back that saying ggez after game is certainly a punishable offense but only one that you would be punished for if it happened consistently in almost every game you play. Generally, I think it is extremely rare for a player to be punished for bm because it is often seen as acceptable behavior for their own team (even though the opposing team will not feel the same way). I would still advise against bm though. You never know what the player has been experiencing on the other side of the screen. They could be having a terrible day and get on League to just have fun and relax. Also be aware that while you most likely won't be punished for this behavior, you will almost certainly be reported by the players you bm which can strongly influence your honor level.
