Unless you were given a temporary ban such as while waiting for you to pay a chargeback or recover from an account compromise, or the ban was an error, you don't get it back.
Post your chat logs for us to recheck if it's permabanned worthy or not. Log in to your account, or if it's not there, go to your email & get it from there.
But do know this, you will never get back your account anyway, unless Riot did a mistake.

This is not a system where you get banned instantly for minor offenses, and a show of remorse can get you a second chance.
By the time you reach permaban status, you've had 3 "second chances" already: 10-game chat restriction, 25-game chat restriction, and 14-day suspension. If you skipped any or all of those punishments, it means your behavior was extreme enough to warrant a manual escalation past the normal punishment.
You may start a new account, but this one is gone.
Check your Mail find out why you got banned. If it doesn't say a direct reason the year when the Ban falls is a Code for the reason. If it was due to Flame feed 3rd Party Programms boosting or cheating you won't get it back. For other reason you can write a ticket to the Riot games support
The perma in permaban stands for permanent. You can send in a support ticket if you think it was a mistake, but if they decided to permaban you, that means you are permanently banned.
