Sometimes there are toxic people in champion select

A teemo harasses our mid laner with racial slurs (had a chinese username). Says fuck you, i'm running down mid. Has summs tp and ghost, so he's pretty serious. Luckily somebody dodged last second. Is it possible to report this behavior without having a game with the person?

Next time it happens take a screenshot and send it to Riot in a support ticket. Not much you can do without evidence I'm afraid, so if you didn't get a screenshot there's not much you can do.
