Can someone explain this?

I joined a ranked game champ select this morning and immediately this mid laner starts making "I slept with your mom" jokes, and saying he's going ADC when I didn't offer or accept the change. Obviously people want to dodge, but since there's a 3 LP penalty for dodging, no one does. This person almost definitely not going to be penalized for this, because Riot doesn't care what happens to the people trying to play the game. Help me understand why people like this exist.

You need to specify pre game chat. But yes, that is punishable if they were being an ass.

I would need more context. "Your mom" jokes are usually rather juvenile and not exactly toxic. However, if they were being toxic for sure report them. You mention he said he was going to adc, but did he? You are going to run into people that hover oDD picks for their roles and switch at the last second, people that say "X or feed". Is it annoying, absolutely, but those people are in the game. If they do steal a role that wasn't previously agreed upon, or do feed, once again go ahead and report them. I know it feels like no one gets punished but, as these boards will a test, if you report them it will eventually happen.
