Add an option to disable ALL in game chat on an account,** forever.**
Literally, opt in and it's gone forever.
Now toxic players who can't help themselves can be productive members of the community, and no one pays for it. No one gets banned, no one tilts. Everyone wins.
Already tested by Riot: was a failure. A toxic player without the possibility of venting his frustration in chat will find other, much worse way to express his rage.
Riot likes banning people though.
That only works for chat related issues and does nothing to combat those who want to grief other players in non-chat related ways regardless if they have access to chat or not*. If a player can't not abuse and harass others regardless of being given multiple chances and warnings to behave then I see no reason why they shouldn't be permabanned as a result of their unwillingness to change.
*Riot already tried experimenting with this idea in the form of endlessly stacking chat restrictions and that failed. This means that chat's not the problem, the problem players themselves are.
I would rather they get banned. Seriously theres people that actually exists that are so angry at everything that they cant keep from being assholes.

A toxic players do not rage or flame EVERY game or else he/she would not have that account for very long. Rito giving every an easy option to disable chat would put a team at a disadvantage before the game even begins. It will not likely to happen anytime soon.
There's other "simple effective way" such players can do it themselves without Rito hand holding them.
