How do I tell people in a friendly manner that they should not ask for reports (they believe reports stack), without the risk of getting picked up by the punishment system for saying the word "reports"?

As you know, false reports don’t do anything to your account, and with exception to zero tolerance terms, saying certain words doesn’t automatically cause you to get punished. you shouldn’t be in danger of telling others that there’s no need to call for reports.
Although, in my experience, players generally don’t believe it only takes 1.
You can't get punished just for saying the word "reports"
However attempting to communicate to people that reports don't actually stack is not something I recomend doing because they won't believe you and antagonize you instead
I usually tell them "just FYI, lobbying for reports on other players "report X for...." is a punishable offence under riots terms and falls under harrassment" that is usually enough to inform them of the fax. If they still dont believe you after that, report them and they will get all the proof they need.
