Suspensions work?

I wanna know why does riot or anyone think suspensions actually work? I have had so many trolls in my games now it is crazy. It is a free game, they will just make new accounts and troll the lower ELO players. Resulting again in a bad experience for us. So riot is just trolling us and it doesn't punish the players any.

Suspensions work in some cases but not all ^_^

i think suspensions work for some people, until they realize that it does not matter at all how much they reform or how much of a better player they become because RIOT does not care about that. So then they just slip back into their more natural toxic state.
