Lobby Kick Vote?

Today, like most days, Ive had every type of toxic bronze league player you can get... but the most annoying of all is the Lobby troll. He 100% didn't declare his champ, which was then banned by a team player (not me), he then moans and says I will troll and bans another team members pick and then locks in with another players champ...
I'm in promo and just sigh... I cant beat these people and trying to leave bronze with this sh*t happening almost 70% of games is really putting me off playing now! Luckily I had a pre-made... who took a dodge for me (although i advised him not too)... so i saved my promo which was very likely to be a loss.

Why can't we have a vote kick in lobby? A player veto option if the lobby has abusive or troll like players... Then punishments for those who are continuously vote kicked over a short period. eg. 3 vote kicks in 24 hours = punishment.... or whatever. I know some pre made teams may abuse it of course hence allowing the leeway of 3 in 24hours. or perhaps only apply to solo/duo games.

I know it wont happen... but these lobby trolls ruin games before they begin. :(
