People would rather you sit in lane getting killed under tower rather than swap lanes then flame you in the end when the champion who hard counters you is taking tower 8 mins in. Poppy into Teemo is obviously a horrible match up. A few autos followed by ignite and that's a dead Poppy but it's no one's issue until the Teemo is running into their lane. You don't wanna work as a team then you deserve to take a fat L and the headaches that follow.
For example there's a Teemo top vs a Poppy. Teemo has the advantage. Poppy has a Heimdinger mid lane, who will have a much easier time sitting behind his turrets and zoning out Teemo. But People would rather Poppy get clapped in lane then flame/report Poppy for losing to an extremely hard counter. But screw it. [zombie-brand-facepalm]

Not really. You just play it the same as you would any ranged matchup. It's not like teemo hard counters poppy. Your build and runes, and presumably how you played the lane looking at your cs, were just wrong
