You need to fix banning champs.

First off, I'd remove the names -- Riot has a policy against calling other players out on the boards for in-game activities.

Secondly, annoying as it is, you do need to allow players to ban whatever they want. Otherwise you could counter-troll by hovering champions considered strong at the moment so your enemy team can first-pick them. Given that there are often a few must-ban champions, it seems problematic to let a last pick "hover" a champion and thus lock it out from possible bans.
