I want to know... what do I have to do to get two people banned besides a simple report!!!

So, I had two guys in a game disrespecting my family... calling my mother a whore... telling me she should die of caner... and my mother HAS CANCER... so when I told them to stop they made fun of the fact that she has cancer and told me to relax because she will die soon... this is not just bad behavior... it's despicable... people would normally take them to court and sue them for such horrible things they said...

So I made a post with their names on it and asked for RIOT to BAN them permanently... and the response was that posting names is against the rules... then WHAT CAN I DO??? So the rules clearly say that it's ok to be as horrible as you want because the worst thing that can happen is that you will get a report??? Is this what we teach online? that being a bully makes you smarter than the others? that being total scum makes you COOL??? I am not a kid... I am a grown man... and I will never tolerate such insults... NEVER... so PLEASE... tell me what more can I do... besides a simple report that is CLEARLY NOT ENOUGH...
