how/for what do i report that? is it even against the rules to not take the roll you picked?
I would imagine Unsportsmanlike Conduct is broad enough to catch it.
Not going to say whether I think its actually punishable since I only play ARAM or blind normals. :P
If the game goes through and you're able to report in the post-game lobby, definitely do so there. If you choose to dodge, then take a screenshot of the chat and forward any information that you can provide to Riot Games Player Support. A Player Behavior Specialist will be able to investigate the matter further.
It's punishable but the system is dumb and only catches super hard feeders or trash talkers so you are probably out of luck unless he does it 50 times.
My guess is that it is punishable under unsportsmanlike conduct. Make sure you write what happened in the comment section of the report.
