Intentionally disproportionate match ups for promotion series?

Hi fellow leaguers! Based on the body of data currently existing, including but not limited to massive anecdotal evidence, is it statistically more likely to be grouped with trolls in promotional series games? The argument that this makes sense is essentially based on the fact that a promotion is reflective of skills, so promotional games should be harder- and a way to do that is to match players up with offenders and low mmr trolls, people with disciplinary histories, etc.

Has anyone else witnessed this phenomenon, and is it fair to arrange promos in this manner? Please discuss!

to get into your promos, of course you'd have to be at a higher MMR than your crowd (climbing), which means you would be matched with people at a higher MMR, thus your game should indeed get harder.

The game has no way to identify a "troll", but they can make your enemies stronger/smarter/better, thus making your team mates "bad" and thus you calling them a "troll".
