How do the honor levels even work??

I have been "level 0 dishonorable" for like 6 months and i havent been punished or chat restricted for like 6 months. I get honored quite regularly....so what gives?

Post-game honors are only one part of the equation. You can accumulate valid reports for negative behavior without them being enough to trigger a punishment, but enough to keep you from gaining honor levels. If you've been Honor 0 for six months, this is almost certainly what is happening (the only other explanation I can think of is that you haven't been playing regularly for those 6 months).

Getting post-game honors helps, but everybody knows those are often given purely for gameplay achievement. The most important thing for you to do is establish a pattern of positive and honorable behavior, win or lose, honored or not.

You may not be "Punished" however, if the system detects anything slightly toxic that's being validly reported then it will stop your progress. Best thing to do is to go into game and just mute all.

It means that you're still being validly reported, not enough to punish you but enough to block your honor progress.
