I have pictures of the end game chat with racial slurs from a summoner, can I post that here to get them ban or will it be considered as me posting inappropriate content?

It's considered naming and shaming and will cause your post to get removed. The only thing you can do is use the game report system.

You should report after the game in post-game chat, as this is the best way to deal with such problems.
