How about tying honor level to player's behavior?

Yes, we have honors for that. But what about reports? Obviously I mean the justified ones. If you say "gg ez" at the end of the game or call someone a noob or an idiot, that alone doesn't warrant a chat restriction, let alone ban. But it should count as a negative honor and slow down your honor level progress (or even downgrade it). It would also be good if the player received a notification about it. That would show them that this kind of behavior is not accepted and discourage them from being unsportsmanlike in the future.

That's already how the system works.

It just doesn't have any visibility.

Yeah. It's why people complain about being unable to climb out of honor 0 and 1. They keep getting valid reports against them, and it slows their honor gains.

They only downgrade honor with actual punishments, though.

You can get away with saying a lot of BM things. Riot even supplied players with BM emotes and taunts. They do not actually care about your reports or experience which is why you can troll on the map and get away with it but if you type something rude you will be punished. Even in the LCS players BM sometimes and Riot doesn’t punish them. They are pretty inconsistent.
