So if this offends you just some random things ? Are you in cali ? (I don't really wanna know) If not then see Archerno1's answer. If you are then why do they know that ? Also just mute people. If someone is going to say something like that to you why not just mute them and play out the game. Afterwards report them. A lot of times toxicity is a cumulative punishment process. Odds are that the person issuing such statements will probably lose that account down the line. So just because you did not get instant feedback doesn't mean they won't lose their account for being a nuisance. It just means yours was not the reported game that brought them the punishment.
If they said this in game at some point and you reported them, don't worry about it. Riot isn't gonna sit there and explicitly tell you who gets banned based on your report. They do take care of things, trust me. They take things like this very seriously.
