Question about banning in league.

As many of you might know last season the punishments to toxic players was changed. I was looking through the forums about this and i saw that one of the staff members said this about the system. "An account will generally have a permanent record of past punishment received. However, there will be systems in place to show consideration to players who demonstrate long term, genuine reform". Could a staff member or someone experienced tell me what "long term, genuine reform" means in this statement. I understand you have to behave well but what are the standards for this.
