How do I deal with this player?

A player got support as his role in draft pick and asked me if he can take top. Having a specific agenda in mind, I politely refused, so he proceeded to ban my champion.

Okay. I've dealt with people like this before. I just ignore him, sigh in annoyance, and pick a different champion to practice.

But he doesn't stop. He picks toplane and goes top with me anyway.

Is this a reportable offense? And if so, what would I report him for from the categories?

It is a reportable offense. Riot knows what role this person was given during champion select and even better riot also loggs chat in champion select ingame chat and post game chat if the game actually goes through. So given that he asked in chat was denied which you had the right to do so and since the game went on riot will have a clear understanding of what transpired.

On a side note my best advice is youcompletely ignore them when they ask and select your champion. Its often better this way as they person cannot react to you responding and feeling like you denied him of his prized role, also dont hover a certain champion even if it is deemed op it will likely get banned anyways. This is just a people problem and world issue. As well as anonymity causing a significant portion of these people to develop these behavior patterns. Some of these people really look up to public figures (unnamed) then proceed to translate their behavior into their own actions. It's really upsetting that i just love having fun playing this game but the community in general (especially in lower tiers) really ruins my experience and i'm not good enough to be anything other than bronze, so leaving these people behind isn't an option, unfortunately. The maturity difference is real, but it's a free to play game and i guess im not better than 8 year olds lol

Smashing his way into your lane in a draft mode is punishable, banning the champion you hovered (it's not yours until it's locked in) is not.

I've reported so many people doing this in Draft and Ranked, exact reason why I don't show my champ in the first 10s. They didn't get punished of course. Only flaming is punishable.
