trying to figure out this "feeding prevention system"

so I'm trying to understand what happens to players that constantly feed? and before players say " its hard to see if the player is feeding or having a bad game" well lol, this garen i just had in ranked bought 6 doran shields and fed the entire game. Now I've had some pretty bad games before but umm.. this is kinda sad if you cant catch this. and i look at his profile and match history and he's been doing this for DAYS. Yet the system still did nothing? I know its preseason but ruining the fun for Both teams ( even the enemy was upset at him) and yet nothing happening to this player is kinda sad and makes me think the system really doesn't work at all :/ * was demoted, but since its not a real season yet not really upset * but kinda tilted when losing an easy game ,because a guy who has pretty much defeated the system, has gotten away with it. I mean if this guy doesn't get punished, is their really a reason to continue playing a game where it doesn't protect players from feeders and trolls? just some question i would like to be answered. The automated for feeder detect sucks right now because there is so many false reports of people with bad games that it messes up the automated system's data.

Noobs might think that buying 6 doran's shield is an excellent idea and end up sucking and Riot wouldn't want to ban those noobs cos they don't know how to play the game.

That said, there are certainly alot of improvements on the feeder system for automation use. Right now, they rely on manual reviews to get the trolls banned. But there are so many of them that it's hard to go through them all in a timely fashion.

Trolling cases do undergo manual review and result in a 14-day ban once confirmed. If they have a previous punishment it yields a perma.

It's not instantaneous though, as punishing a new player would be bad so they take the time needed to review the case.

To help Riot in finding/improving the system, one should write down exactly what the troll did in the end of game report's comment section. This helps Riot know what to look for when they look at the game since they lack the context of being in the game.
