Are we allowed to report players for "Dynamic Boosting?"

I was in a ranked game with a full premade team and the enemy team was also a full premade team, nothing out of the ordinary. Their Volibear is feeding, their Azir is doing bad, the Zac is camping my lane, and I have no idea what was going on in botlane, but I knew we were on our way to victory. Then later on in the game, the tide turned. They started winning and their Vayne was carrying the entire team (with some help from Zac). HER TUMBLE AUTO TOOK OUT HALF OF OUR SHACO'S HEALTH (Rito Pls). But anyways, we ended up losing the game to the Vayne that solo carried the game. We looked this person up on op.gg and we found a diamond 5 Vayne main, "WTF" we thought, "how does that even work???" Then somebody in our group mentioned that the Vayne's name was spelled with a capital "i" not an "l" (not going to put the name here). We searched for the Vayne on op.gg and they had an 84% winrate.... I looked at this Vayne's Match-history today and found that most of their games (I'd say about 80-90%), they are playing with the bad Volibear.

So am I allowed to report this Vayne for boosting their teammates through dynamic queue?
