Does Riot punish people who AFK in early game?

By "AFK in early game", I mean still staying in base and doing nothing when the first minion dies (and the player is normally connected). It happens quite frequently in normal games, more frequently in ARAM games, and sometimes even in ranked games.

I think the at least 2 mins loading time + minion spawn should be sufficient for grabing a drink from fridge or a pee. So what's the excuse for these early AFK players?

I always report these players when I'm sure they are not disconnected and they still do nothing when the first minion dies, no matter they are my teammates or my opponents. I report because I think: first, it IS AFK; second, their behavior makes their teammates suffer. However, I never get notification from Riot saying that they are punished. Do you guys know if Riot punish those people?

Also, do you think AFK in early game deserves penalty?
