Realtime Moderation Efforts
I had written some long rant about the priority of reports and all that, but then I came to the realization: it's as simple as verifying reports before infractions are laid against people's accounts to avoid misunderstandings and unfair reports. Otherwise, each player should be allowed to appeal reports that they receive VIA a system. If a good enough reason is given, it should be passed.
This system, of course, can be just like the Tribunal but with the possibility for someone to defend themselves. I realize that the Tribunal shows logs and if someone doesn't say anything but still gets reported for harassment that it's obviously a false report, but you have to think that the Tribunal basically just decides whether or not someone receives a harsher penalty than an infraction.
Infractions negatively effect players in the sense that they are opted out - by default - from selection for the PBE, for random skin gifting as part of the behavior initiative and from receiving their banners if they've been particularly helpful to the rest of the community.
Either remove report-based infractions (which we all know exist, but cannot see) or establish an appeal system within able reach of those whom would like to try and keep themselves on a clean record where the reports are unfounded.
