Hate to break it to you, but no matter how many people sign the petition, Riot's not going to bring back the Tribunal. It was inefficient and underused, leading to a massive backlog and some players getting punished for misbehavior that happened months ago.

If the offense is gameplay related, you'd need more than just 10-15 seconds with death markers as focal points to glean any worthwhile information. What if the player was following the jungler and stealing their shit? XP draining a solo lane? Using Champion abilities to troll their teammates? AFK'ing in base and moving around to try and avoid the system?
The breadth of gameplay-related offenses covers more than just dying.
Additionally, chat logs are provided for chat-related offenses. If you break the chat rules (flaming, excessive negativity, spamming, hate speech, etc.), your punishment will be delivered alongside a chat log. If your punishment is gameplay-related, you don't get a chatlog - you get links to your match history showing which matches you were punished for.

Might want to check out why the old Tribunal failed. Adding MORE stuffs (replays) for Rito to review is not going to help with the backlog problem.

Tribunal is one of those awesome sounding concepts that just fails horribly when actually applied in reality. It's terrible if you're being realistic.
As much as I loved the tribunal, the only reason now to bring it back would be for entertainment value. There use to be a stickied thread with all the funny lines/statements people found in the tickets.
