Cheaters almost never admit their guilt. Just inform them to submit a support ticket and don't jump on the bandwagon of whether they are being honest or not, because only Riot has access to the information that caused them to be banned.
They're both lying. If you do your research on botting forums there's a huge ban wave going on.
