can i report a player after a game

played with this absolutely awful person, banned my champion on purpose,(in ranked) was rude to me and botlane just to add insult to injury even though we were doing well, decided to sit in the base at the end of game,

however when we were down 2 inhibs im not making this up my cat jumped on my keyboard and somehow froze my screen 3 minutes, i have no idea how the hell it did that

but because of that when i clicked reconnect the game was already over and i never got to report the guy can i submit a ticket because he was just awful to play with

If it is for something that is usually handled in the post-game lobby, then Player Support usually prefers that you use that avenue for reports. They do handle certain reports, in the cases of things that require screenshots, etc for evidence, but prefer not to handle those matters that would typically be handled by the end game report function. You can try to submit a ticket though, and they may look into it. But if they are busy, they may simply refer you back to the usual method of reporting players, and close the request.
