My friend is getting boosted by his smurf diamond friend and i find pretty BS, since his smurf is boosting him to high rank. The best solution i can come up with, to fix this kind of issue, is to force players to solo Que in promos. This means if you truly deserve to climb, then you have to win your promos on your own.

this wouldnt solve anything, the system is designed to skip promos if your MMR gets high enough, so he could easily fail the silver 5 promos 3 times, then get promoted to silver 2 directly because of continued queueing with his friend on a smurf.
Remove solo-duo-tri-quadra queue. If you want to play competitive, you play in a 5 man team.
Also having one account per IP address. That you can't have multiple accounts.
Nope. Even the very principle of boosting is wrong, and known offenders should receive permanent suspensions. Plat is utterly demoralizing. I literally cannot play at this elo. I hold my own in every single game, but these asshat silver players that think they are the fucking shit just feed and flame and it tilts me and a lot of other people so fkin hard. My opinion is that anyone that willfully engages in boosting (both boostees and boosters) should be banned from the game. They create nothing but negative experiences for anyone they encounter.
Edit: Or riot can just take the absolutely easier and safer route, and fucking get rid of Dynamic Queue.
