Long games in league of legends

1. they both have duos in one game so there is no ff happening or they can communicate to troll not ending the game
2. they both use permanent stacking champions to do more damage to enemy

Problems: if those people who are trolling not ending the game, the other player could go afk and may get banned like what the video said. Questions: would those troller get banned? Something I want to say: do riot going to fix or improve these kind problems ( pls don't nerf veigar )
