BTW, I've seen people punished for asking for reports.

It should flat out be in the "Did you know?" messages before the match telling you not to do it.
You shouldn't have to find out the hard way. Asking for someone to be punished for their down right shitty actions is natural response to that person's shitty actions. If it's not allowed it needs to be stated where it can be seen.
