How does reporting and punishments/banning work?

I noticed that the Tribunal is down at the moment, I don't know how long it's been that way. My question is what happens when I report someone?

Recently I reported a duo in one of my games for inappropriate behaviour and two night ago I received a 'Someone you reported has been punished.'

Could someone tell me what happens when I report now? Does someone at Riot review reports when they exceed a certain number or is it automated? How is the severity or necessity of the punishment determined? Is there an FAQ or more information on this?

Not for sure myself I use to use the tribunal all the time but it's been down.

people still get punished, but it's a different system now. the tribunal has been down for about a year or so. the amount of reports in one game doesn't matter, it's the amount of games and the behavior that matters.

if they did something wrong and you report them, it can lead to punishment for them.
