Make reporting available after dodged lobbies.

I often see good people dodge because of absolute a**&^%$ non stop flaming. Why should they be allowed to get away with that kind of sht for free? While someone else has to pay a penalty for basically saving us four 30 minutes of just frustration.

I realize this could create tons of work for the moderation team(s) so maybe we only get say one of these a week. Saving it for the worse types.
