is the reason why people make smurfs is just to tilt the enemy team to get them to be toxic and then banned?

can you guys make it so if your max lvl and create a new account the system detects that you have a max lvl account and gives u 15-20 random champions with equal amount of each price tier a full set of mid lvl runes and the same division that you are in with exception to master and challenger u get placed below master

not typically, no. And if you become toxic and get banned because a player on the other team is better than you, that's entirely your own fault.
