Tyler1 can get unbanned and can play under new name?
If Tyler1 can get unbanned and can play under new name? Why not my account can get unbanned as well, really RIOT ?

since it's very hard to actually ban him forever (college dorm/changing IPs/...) they just ban him everytime he shows his ingame name on stream.

Tyler1 received punishments to the point that Riot put a ban on sight with any account that tyler was found using. What that did was make it extremely difficult for him to stream and have followers because as soon as he posts videos they will find the username and ban the account. They cant stop him from hiding his IP address and making more accounts. All they can do is ban the accounts when they find him using one.
Regarding Bjergsens comments about tyler1 joining TSM, that was clearly a joke. He was reading off of twitch chat and saw that people were joking that it would be tyler1 and he jokingly agreed. It was so obvious and its really unbelievable that people would believe that possible. Unless Riot comes out and states that his ban is lifted he will never be allow to play without getting a ban and he isn't good enough to be an LCS adc.
In your case you lost your account due to toxicity. But you are still free to make another account and climb provided you have changed your behavior.

He actually won't be getting reported unless he goes back to his old self. Currently he talks shit out loud but in game he doesnt flame and only says good job and positive communications

When that account starts getting played on again, then you can make a case for getting your account back. Until then, you're under a less severe ban than Tyler1 is.

If riot decide to give a chance they giving 1 life right
So why not all those people get 1 life
For people who got account ban can use it to unban the account,
Where in his case there are 2 Ban ( exceptional)

You can't compare the two different types of bans. You're not being banned on sight, so any treatment on that type of ban doesn't relate to you.

You are getting 1 chance and you have to use it
Its not that person problem if he is on stage 1 ( Account+ game Ban) or stage 2 ( only account got ban)
Its like you have 1 life and you can choose So why not all those people just get that 1 life

Even if they unban Tyler1 (it'd probably just be a lift of his permanent ban), it's unlikely his Tyler1 account is going to get unbanned. Also, you're not him. If Riot would do unbans, it'll make sense to do it case by case, and you're not Tyler1 so...

Normally you get only one 1 Account Ban
So if he just get a chance to play game and got lifted by one punishment then every other player can get that 1 chance to, where those people will use it to get their old account, that's my point, but again if its just Fake I get trolled simple
