pings work in every elo.
There is also no "failure to communicate" option, plus no one ever got punished through that option. Unless you were using your available chat to harass others, their reports for "verbal abuse / harassment" will be counted as a false report and thrown out.
However, if you were harassing others through gameplay (trolling, inting, ping spamming), then I'll be laughing at you when you post here for your 14 day ban / permaban.
im pretty sure you get to use chat, but your limited to so many times you can use it per game. and pings always work
Pretty big bug if pings are not working based on your division should get that checked out
