Is it reportable for someone playing "high"?

Every thing is reportable.... Does it mean a legit punishable report is what your asking ,correct ?

No. Definitely not punishable. Everything is reportable, it just won't be considered as a case.

Would you get a ticket for drinking alcohol in your spare time at home? No. Would you get a ticket for assaulting a neighbor while drunk? Yes. The difference is it's for assault not for consumption.

imo being high or drunk doesn't justify feeding/playing poorly, so yes i'd report them. If someone is under such circumstances then why play to begin with?
