So it's ok for my team to ban the champ I have hovered and even better when I try some champ and do bad just to get a 14 day suspension?

It is okay for someone to ban a champion that is hovered, yes. Often it's a good idea, such as when your last pick is hovering a hotly contested champion and the enemy team has first pick. It's frustrating, but there's no rule against it -- otherwise it would be super easy to hold good bans hostage as a way to troll your team.

Doing badly will not get you a 14-day suspension. Do you have your reform card? It should say whether you were punished for intentionally feeding or for other behavior, and THAT will let us know why the system banned you.

Chat logs, showing us the games you got punished for... all help when trying to defend yourself in an argument against a ban.

You can't get banned for doing poorly in a game. Post your chat logs and your KDA from that game. That's the only way to prove you weren't verbally harassing others or intentionally feeding.

You're only responsible for your own actions in the game. You can't get banned for doing bad, I'm not even sure you can get banned for inting, probably just punished in some other way. You were most likely being toxic, don't paint yourself as innocent when you probably weren't. You probably have your chat logs, feel free to post them here.

You can't be banned for doing bad. I have yet to see a case where this has happened, especially now that unusual play styles can't be banned.
