I have evidence of racist and toxic behavior.
Whats the protocol on this. Is there an email I send it to or do i just upload to imgur and post here or what?

Were you unable to report them at the end of game screen for some reason? The best place to report that kind of behavior is at the end of game screen, or if unable then file a support ticket under "I'd like to report abusive behavior". It's better but not necessary to give them info as to what game or other location it occurred in so that they can find it on their end, but screenshots are okay if that's all you have.

Posting about it here is pointless since these aren't monitored for that sort of thing AND against the naming + shaming rules.
If you've reported them through the in-game system, there's no need to do anything else at this point, and riot will handle it. If you were unable to do so, but have evidence of this happening in game, go ahead and submit a ticket to riot support at https://support.riotgames.com . Posting things like that here is against the board rules, as it can be considered name shaming, and won't help your case in any manner.
