So RIOT, when will we be able to honor enemies?
Most of the times my enemies are more fun to play with than my teammates, why am I still unable to honor them ?

When people won't abuse the system or it doesn't actually contribute to your honor level.
Because Riot wants people to honor their teammates. A lot of the enemies honor went to the AFK, Trollers, and griefers. Or bribe giving honor if you report so-and-so. There's a lot of problems with the enemy honoring when it was around.
So they'll likely never bring it back due to those reasons. Because that honor is easily abusive.
Riot hates having fun with the enemy, they think your team mates should always be a bigger priority than the enemy who's more enjoyable to lose against
