Why is it, when my power goes out randomly ONE TIME DURING RANKED, I'm instantly placed on 5 low priority queues. If Riot believes in reform so much, why are they giving such harsh punishments for first time offenses?

Because it keeps tracked of all your games and looking back at some in January -- they were definitely some that were flagged. Secondly, ranked is treated a lot harsher than regular games, because well it's ranked.
Unfortunately, causing a Remake results in an immediate penalty.
