When exactly did you get your honor level 3 notification?

I notice you can get key fragments at various points after logging into the client; sometimes, immediately after logging in, sometimes right after a game, etc. I wonder if there is a pattern to when exactly you get the honor level-up notification, or if it's random like key fragments.

Particularly, I want to know if you have to stay logged on after finishing a match in order to get the notification, or if some people have gotten it right after logging into the client (as in later or the next day).
