Why does every punishment thingy say "your peers" or whatever? Who's actually on tribunal? Anita Sarkeesian?

It's an automatic system. Your peers are the players that reported you.
To add to the other correct response, the system is tuned based on what 'your peers' gave as feedback for what was/wasn't acceptable via the Tribunal back when it was up. So even though the system is automated now, the behaviors it punishes are based on all the data Riot had from the Tribunal punishments.
