I know this can be frustrating, but I doubt Riot will ever take a hard stance on this, since it's actually attempting to control the player's choices outside of League. It's also entirely impossible to prove, so banning for it is questionable at best.
Shit, how is this enforceable without being hilariously inconvenient?
I mean, this IS a GAME. While I sympathize with folks that lose games due to incapacitated teammates, I'm also somebody that occasionally enjoys partaking in GAMES while intoxicated. Hell, sometimes I NEED a couple beers to take the edge off and just enjoy a League game instead of getting anxious.
The hyper-competitive nature of MOBAs and League doesn't make us all professionals. As great as it would be to ensure that our teammates are always at peak capability, I don't think we have the right to make demands on how they spend their free time.
What about playing while tired (being sleep deprived makes your decision making and coordination akin to being drunk)? What about just being out of shape (over weight, underweight, don't exercise regularly)? You're not at peak form. There is a reason that pro players have an exercise routine and go to the gym. What about when you're mad or sad or emotional in any form? Definitely affects decision making. What about when you have pets or siblings or parents or otherwise do not live alone? Can definitely affect a game if you EVER have anything that distracts.
If you want to pick on certain life choices, you have to affect them all really.

I made a similar post about this, but my context was entirely different and the goal was not to punish or force people to not drink, but rather to do so somewhat responsibly (not going smite ghost bot with colossus as an adc and then wildly missing everything and asking silly questions). Just don't tell me about it and we'll be fine, and as for normals/aram, as long as you aren't trolling with only the intention of losing, I could care less what you do or build.
